聲援苗栗大埔案的民間團體要求修改「土地徵收條例」，民進黨團幹事長高志鵬說，前年民進黨團曾根據農陣與學者意見，提出土徵條例修正草案，納入正當性、公益性等評估機制，以及人民參與的聽證機制，但卻屢遭國民黨否決。民進黨現將再度連署提案，列入下會期優先法案。
